ADAM B. LOWTHER is Research Professor at the Air Force Research
Institute. He received his Ph.D. from the University of Alabama,
Tuscaloosa. He is the author of articles in Military Review, Journal of
Chinese Political Science, Proceedings, and An Army at War. -
though he is a member of the Air Force, he is most likely not the one who is in charge of strategies.
